The Voting System Certification Program employed in Colorado is one of the most challenging and thorough programs in the country. The program is intended to be open and transparent. All applications for voting system certification, examiner reports, and the actual certification of voting systems by the Secretary of State are "open records" as allowed under Article 72, Title 24 C.R.S.
